Grog... Not yet. I have watched the video(s) and can't tell, without audio, what was really going on. I was hoping it would be clear cut. I saw that the cops were shooting onto the truck long after Finicum was dead. I didn't see any gunfire coming from the truck, only in to the truck.
I suspect that multiple people were shouting orders in a high adrenaline situation and Finicum ended up dead. From the videos I have watched, it is too close to call. My initial impression is that the cop who came out of the woods behind him and shot him as he was turning around acted a bit hastily, but I wasn't there, in his shoes. I think anyone who was watching this from the beginning could have called it... One or more of the protesters was going to die. These guys "won" at the Bundy ranch last year. The government walked away from that with their tail between their legs. No way that was going to happen again. The upstarts had to be put in their place, ya know.
One thing I am comfortable saying... The ROE for shooting a citizen in the US appear to be much less restrictive than the ROE for shooting an enemy in a combat zone.
Perhaps "comfortable" wasn't the right word... Confident is probably better.
