Castro took over a revolution and has kept his murderous dictatorship for decades, which murderous dictatorship people are willing to float 100+ miles over open ocean on a "raft" made of empty barrels.
Pinochet took over before the commie revolution, killed as many commies as he could find and then stepped down and left a functioning democracy.
