But, remember that language is a squirmy thing; "well regulated" in 18th Century Colonial & 21st Century British, not modern 'Murican, means something like "well fashioned", well conceived", "well assembled", or, maybe "appropriate" but never, controlled by the "Massa".
Both of your definitions are correct. But the more important point is not the explanatory part of the 2nd amendment, but the actual law contained within: "...the Right of the people to keep and bear arms shall not be infringed." If someone wants to argue that there are no "well regulated" militias any more so the amendment is void, my response to them is that they should then attempt to use the mechanisms provided for in the Constitution to modify or remove the 2nd amendment: not ignore it. It's still the law until they do. (But if they do, be prepared for the number of well regulated militias that will suddenly spring up.
I believe that "well-regulated" means well trained, competent, able to accurately identify one's target and to be able to effectively engage and neutralize the threat.
