I'm still confused by statements from law enforcement saying that the shooter had no ID and they had to use DNA to identify him. I'm sure there is more to that, but I thought DNA could be used to verify an identity, but not to establish one from scratch.
Oh. And they said that he was living at the same address that was indicated on his voter registration card.
But he had no ID.
Must just be a timing thing, eh?

You are correct. They would need to have some idea who he was to use DNA as corrobation. Unless of correct they already knew who he was and this statement was a Freudian slip.
Well, being that his voter registration card was in his vehicle, they went to the address on the card and found his drivers license, which gave them some dna from the fingerprint oil, which gave them the idea to look at high school yearbook pictures, and now you know the rest of the story. And if someone really believes that, that individual needs to check into a hospital for a 72 hour observation.
