Babies of welfare mothers should be taken into the custody of the military. Grow Soldiers and Citizens by "indoctrinating" them with manners, civics, math, science, reading, work ethic, and a regard for personal, as well as, national pride and responsibility. Orwellian? Sure. But the cycle of madness has to be broken some how.
